Online Casinos in Dubai & the UAE: The Complete 2026 Guide
Online gambling in Dubai and the rest of the UAE is legal only with an operator licensed by the General Commercial Gaming Regulatory Authority (GCGRA) — today that is one online casino, Play971. The international online casinos that accept UAE players are licensed abroad, not in the UAE.
That is the starting point for everything on this page. Below we compare the online casinos available to players in Dubai and across the Emirates, explain how we rate them, what their bonuses and payment methods really involve, whether there is a casino in Dubai you can visit, and exactly where each operator stands under UAE law — so you can decide with the facts in front of you.
Bonus offers in our table were checked from the UAE on 14 October 2026; always confirm the current offer in the casino’s own terms before you deposit. For the full legal picture, see our UAE gambling laws guide.

Gambling Laws in the UAE: What Changed and What Did Not
Gambling without a licence is still a crime in the UAE. Article 461 of the Crimes and Penalties Law (Federal Decree-Law No. 31 of 2021, in force since 2 January 2022) punishes whoever gambles with up to two years in prison or a fine of up to AED 50,000. Running or organising gambling carries up to ten years and a fine of at least AED 100,000 (Article 462).
What changed is that the UAE built a licensed route where none existed. In 2023 the federal government created the General Commercial Gaming Regulatory Authority (GCGRA), based in Abu Dhabi, with authority over commercial gaming — lotteries, sports wagering, internet gaming and integrated resorts — in all seven Emirates. Dubai has no separate gambling regulator of its own; it falls under the GCGRA like the rest of the country.
On 1 June 2026 the new Civil Transactions Law (Federal Decree-Law No. 25 of 2025) came into force and dropped Articles 1012–1021 of the old civil code, which had dealt with gambling and betting debts. That removed the old civil provisions. It did not decriminalise gambling, and the gambling articles of the Crimes and Penalties Law were not changed.
Who currently holds a GCGRA licence:
- Play971 (Coin Technology Projects LLC) — internet gaming and sports wagering, live since 15 December 2025. The only licensed online operator in the country.
- The Game — the UAE national lottery.
- Wynn Al Marjan Island — an integrated resort in Ras Al Khaimah, not due to open until September 2027.
Note what is not on that list. There is no licensed casino in Dubai, and no offshore online casino holds a UAE licence. Brands that do not state which licence they hold, such as TrueWin, cannot be matched to the register either. A player using one of those sites sits outside the licensed regime, whatever licence the operator holds abroad — and for expatriate residents a gambling conviction can also carry the risk of deportation. Anyone playing from the UAE should understand that before depositing. Our UAE gambling laws guide sets out the full picture, with official sources.

If you do play, a few habits reduce your exposure to fraud and to data misuse.
Use an operator that is licensed and supervised by a recognised regulator, and check the licence number on the regulator’s own register rather than trusting a badge in the footer. Keep your account in your own name, with a payment method that also belongs to you — shared or third-party accounts are the quickest way to lose access to your balance during verification.
Are Dubai Online Casinos Available to Emiratis?
One online operator is licensed to take players inside the UAE: Play971, under GCGRA licence since December 2025. Access is limited to people aged 21 or over, physically present in the country and outside the areas the GCGRA designates as sensitive.
Separately, dozens of international casinos accept registrations from the UAE and offer Arabic, English, Hindi and Urdu. These hold licences from bodies such as Curaçao, Anjouan or the Malta Gaming Authority — genuine licences, but issued abroad and not recognised as UAE authorisation. Since 2023 it is no longer accurate to say the UAE has no gambling regulator: it has one, and offshore sites are not licensed by it.
What Do Online Casinos Require Before You Play?
Online casinos apply the Know Your Customer (KYC) protocol and a closed-loop payment system. You must register with accurate personal details and tell customer service straight away if anything changes or was entered incorrectly.
You will then be asked to send documents proving the details are yours:
- ID document — passport, national ID or driving licence.
- A recent utility bill confirming your home address.
Operators also require that:
- You meet the minimum age — 21 at Play971, the only GCGRA-licensed online operator. International casinos set their own age limit, usually 18, which does not make them legal in the UAE.
- You use a payment method registered in your own name.
- The information you provide is correct and kept up to date.
How to Play at an Online Casino
Signing up takes minutes; getting paid out depends on what you do in those minutes. These are the steps, in the order that avoids problems later — including the verification most players leave until their first withdrawal.

Choose a Suitable Casino
Start with the licence, not the bonus. Check which regulator the casino is licensed by and look the licence up on that regulator’s own register. Then compare game library, payment methods available from the UAE, support in Arabic or English, and the full bonus terms.

Create Your Account
Register with your real name, date of birth and address — exactly as they appear on your ID. Payouts go only to accounts and payment methods in your own name, and false details are the most common reason accounts are frozen. Use a strong, unique password and turn on two-step verification if it is offered.

Claim Your Casino Bonus
A welcome bonus is optional. Read its wagering requirement, maximum bet, eligible games and expiry before accepting it: a bonus ties up your deposit until wagering is complete, and a larger offer is not necessarily a better one. If you may want to withdraw soon, play without a bonus.

Verify Your Account
Upload your ID and proof of address (KYC) as soon as your account is open, not when you first ask for a payout. Licensed operators must verify players under anti-money-laundering rules, and doing it early is the simplest way to avoid a withdrawal being held.

Make Your First Deposit
Open the cashier, choose a method the casino also pays out to, check the limits and the account currency, and complete your bank’s authentication. Many UAE banks decline gambling card payments — if yours does, that is your bank’s decision. Never use someone else’s card or account.

Start Playing
Set a deposit limit before your first spin and decide how much you are willing to lose. Choose games whose rules you understand, check their RTP, and keep stakes small enough to play many rounds. Stop when you reach your limit — whether you are winning or losing.
How Do We Rate Online Casinos?
We judge each casino on evidence we can check ourselves: we read the terms in full, check the cashier and support from the UAE, and try the games on desktop and mobile where the site allows it. A large bonus or a long game list does not buy a high rating; clear terms, fair payouts and honest information do.
These are the six criteria behind every score.

Licence
The UAE now grants online gaming licences through the GCGRA, but so far only one operator holds one, and the international casinos listed here are not among them. When judging any of these sites we therefore look at the licence they do hold — Curaçao, Anjouan, Malta or similar — and we check the licence number on that regulator’s own register.

Welcome Bonus
We rate a bonus on what it is likely to be worth, not on its headline. That means the wagering requirement and whether it covers your deposit, the maximum bet, the expiry and which games count. Offers are checked with the operator and dated.

Payment Options
We look at which methods work for UAE players for both deposits and withdrawals, the fees and currency conversion, the limits, and how long payouts actually take. A casino that accepts deposits easily but makes withdrawals slow or complicated loses points.

Mobile Friendliness
Most players in the UAE play on a phone. We test each casino in a mobile browser and, where one exists, its app: load speed on mobile data, navigation, live tables, the cashier and identity checks — everything should work fully on a small screen.

Customer Service
We contact support with real questions through live chat and email, in English and — where offered — Arabic, and note how quickly and how accurately they answer. Clear answers about bonus terms and withdrawals matter more than speed alone.

Game Selection
The size of the library matters less than its spread and quality. We look for games from established studios that publish their RTP, a real live casino, good table-game variety and clear rules — not thousands of near-identical slots.
Online Casinos vs Land-Based Casinos
For players in Dubai the comparison is unusual: there is no land-based casino in the city, and the UAE’s first, Wynn Al Marjan Island in Ras Al Khaimah, is not due to open until September 2027. Until then, the choice is between online casinos and travelling abroad.
Online casinos win on access, choice and stake range. What they cannot recreate is the atmosphere of a casino floor — and the legal position is different, as only GCGRA-licensed operators may offer gambling in the UAE.

The sound of a busy floor, the dealer’s patter, watching other players — game shows and live dealer tables with chat try to recreate it, and some do it well. But a stream is not a room, and for many players that difference is the whole point of a casino visit.

The Cost
Online casinos have no floor to staff or maintain, so they can offer far lower minimum stakes — cents on many slots — and table limits for every budget. Cost works the other way too: every game still carries a house edge, and fees or currency conversion can add to it.

Game Selection
A physical casino is limited by floor space; an online casino can host thousands of slots and dozens of live tables at once. Most libraries are larger than any single land-based venue, and new titles are added every week.

Convenience
Online casinos are open around the clock from a phone or computer, with no travel, dress code or queue for a table. That convenience is also a risk: with no closing time, deposit limits and time-outs matter more online than anywhere else.

Published Odds
Online games publish their RTP, so you can compare odds before you play — something most land-based slot floors do not show. The underlying odds of table games such as blackjack and roulette are set by the rules, online or off.

Our Top Online Casino Picks Right Now
There are thousands of online casinos, and many will take a sign-up from Dubai. Very few deserve one. The three below lead our ratings at the moment because they combine a clear, published licence, a large game library from established studios, Arabic or English support, and terms we were able to read in full before depositing.
One thing they are not is licensed in the UAE: each holds a licence from a regulator abroad. We rank them on what they offer and how they treat players — and we say plainly where they stand legally, which no ranking can change.

Is There a Casino in Dubai?
No. There is no licensed casino in Dubai. The UAE’s first licensed land-based gaming facility is Wynn Al Marjan Island, an integrated resort on Al Marjan Island in Ras Al Khaimah, north of Dubai, expected to open in September 2027 — see our guide to the casino in Ras Al Khaimah. Its operator, Island 3 AMI FZ-LLC, holds the GCGRA’s land-based gaming licence.
Until it opens, these are the only GCGRA-authorised ways to play in the UAE:
- Online casino and sports betting — Play971 (Coin Technology Projects LLC), for players aged 21 or over who are physically in the UAE.
- Lottery — the UAE Lottery, run by The Game LLC — see the latest UAE Lottery results.
- Airport draws — Big Ticket Abu Dhabi and the Dubai Duty Free Millennium Millionaire, which the GCGRA allowed to continue under its supervision.
The weekly draws many residents remember, Mahzooz and Emirates Draw, are no longer available in the UAE.
Hotels, yachts or private venues offering casino tables in Dubai are not licensed, and playing at them is an offence under Article 461 of the Crimes and Penalties Law.
Payout Rates (RTP) Explained
Return to player (RTP) is the share of all money wagered on a game that it pays back over its lifetime — a 96% slot returns about 96 units for every 100 staked across millions of rounds, not in your session. Published RTPs differ by game: European roulette returns 97.30% (a 2.70% house edge), the baccarat Banker bet 98.94%, and blackjack can exceed 99% with basic strategy and good table rules, while slots typically range from about 92% to 98%. The same slot can be offered at different RTP settings by different casinos, so check the figure in the game’s information panel.
Casino Bonuses Explained
Almost every online casino offers bonuses to new and existing players. Every one comes with terms — above all a wagering requirement, the number of times you must bet the bonus (or deposit plus bonus) before winnings can be withdrawn. An AED 100 bonus at 35x on the bonus means AED 3,500 of bets; on deposit plus bonus it means AED 7,000.
These are the four bonus types you will meet most often. Our casino bonuses guide goes further, with the offers we verified and worked examples of what wagering costs.
Welcome Bonus
A welcome bonus is aimed at new players and is usually tied to the first deposit — sometimes spread over the first few deposits.
It is typically a match on what you deposit, often with free spins on selected slots. The size, wagering requirement and expiry vary from casino to casino, so read the terms before you claim it: a larger bonus is not necessarily a better offer.
No Deposit Bonus
A no deposit bonus gives new players a small amount of bonus credit or a few free spins for registering, without a deposit.
- These offers are rare and usually have a strict cap on what you can withdraw.
- Expect wagering requirements and identity verification — and sometimes a first deposit — before any winnings are paid out.
Match Deposit Bonus
A match deposit bonus adds a percentage of your deposit as bonus funds, up to a cap — a 100% match on a deposit of AED 200 adds AED 200.
- It is the most common form of welcome bonus, and is also used for reload offers to existing players.
- Check whether the wagering applies to the bonus only or to your deposit plus the bonus — the second can double the betting required.
Free Spins
Free spins are rounds on specific slots at a fixed stake set by the casino — you do not choose the bet size.
- What you win is usually credited as bonus money, with its own wagering requirement before it can be withdrawn.
- Many offers cap how much you can win or withdraw from free spins.
The real value of an offer is the number of spins multiplied by the stake per spin: fifty spins at a small stake can be worth less than ten at a larger one.
Casino Games
Online casinos available from the UAE offer thousands of games in four families: slots, table games such as roulette, blackjack and baccarat, live dealer games streamed from a studio, and instant games such as crash and Plinko. Slots make up most of any library; table games give the best odds. Our casino games guide compares RTP, house edge and volatility across every category.
Roulette is the clearest example of why the version matters: the European wheel has one zero and a 2.70% house edge, while the American wheel adds a double zero and nearly doubles it. Our online roulette guide explains every bet and its odds.

Card games reward knowing the rules. Blackjack played with basic strategy and a 3:2 payout has one of the lowest house edges in the casino, and baccarat needs no decisions at all — the Banker bet carries a 1.06% edge, the Tie bet around 14%.
Beyond these, most casinos offer video poker, Casino Hold’em and other poker variants, dice games such as Sic Bo, scratch cards and game shows. Games come from studios such as Pragmatic Play, Evolution, Play’n GO, NetEnt and Playtech, which is why the same titles appear across many sites.
Most slots and many table games can be tried in demo mode before you stake real money. Use it to learn the rules and see a game’s volatility — demo winnings cannot be withdrawn, and a game’s maths only shows itself over many rounds.
Live Casino: Real Dealers, Streamed in Real Time
Live dealer games put a real croupier, real cards and a real wheel between you and the game, streamed from a studio with bets placed through the same interface as any other game. The core tables are blackjack, roulette and baccarat, alongside game shows such as Crazy Time and Monopoly Live, and dice games such as Sic Bo.
Studios such as Evolution and Pragmatic Play Live run tables around the clock, including Arabic-speaking dealers at several of them. The underlying odds are the same as the equivalent RNG game with the same rules; what changes is the pace, which follows the dealer, and the table limits, which are usually higher than on RNG versions.

Mobile Casinos in the UAE
Most players in Dubai play on a phone, and almost every modern casino game is built in HTML5 to run in a mobile browser on iOS and Android, with no download.
That matters in the UAE because real-money casino apps are rarely available in the official stores here: Apple and Google only allow them where the operator is licensed for that country. When we checked the UAE App Store on 12 October 2026, none of the casinos in our table — nor Play971 — had an app listed. Our casino apps guide explains app versus browser play and how to install an app safely.

Mobile Casinos We Rate
We rate each casino on how it works in a phone browser: load speed on mobile data, one-handed navigation, live tables sized for a touchscreen, and a cashier where you can deposit, withdraw and upload verification documents without a computer. Be wary of any Android file sent through a chat or an advert — download only from an official store or the operator’s verified site.
Casino Payment Methods for UAE Players
Which payment methods you can use depends on the casino, your bank and the direction of the payment. A method that lets you deposit does not always let you withdraw, and fees, limits and processing times vary by operator. These are the main options and what to check for each; our casino payment methods guide covers every method, fees, limits and withdrawals in depth.
Credit and Debit Cards
Visa and Mastercard deposits are usually instant once approved, but gambling payments carry their own merchant code that many UAE banks decline. Withdrawals to a card are offered by some casinos, not all, and credit-card deposits can be charged as cash advances.
E-Wallets
Skrill, Neteller and MuchBetter keep your card details away from the casino and, where an operator supports them for withdrawals, are often among the faster ways to get paid. Watch the wallet’s own fees and conversion, and bonus terms that exclude e-wallet deposits.
Prepaid cards
Paysafecard and similar vouchers let you deposit with a prepaid code and keep to a fixed budget, but they are built for paying, not receiving — you will need another method, in your own name, to withdraw.
Cryptocurrencies
Many international casinos accept Bitcoin and USDT. Transfers can be quick, but prices move, transfers sent to the wrong address cannot be reversed, and the casino still verifies your identity before paying out. The UAE Central Bank also limits which tokens may be used as a means of payment. Our crypto casinos guide explains what their licences cover and the risks for players in the UAE.
Bank Transfers
Bank transfers suit larger amounts and are among the most widely offered withdrawal methods. They are usually the slowest, and international transfers into a UAE account can be converted from USD or EUR, with intermediary bank fees on the way.
Mobile Pay
Apple Pay and Google Pay work where the casino offers them, but they pay with the card stored in your wallet — so your bank’s rules on gambling payments still apply, and withdrawals usually go back to that card, if they are offered at all.
Most casinos apply a closed-loop rule: winnings go back to the method you deposited with, up to the amount deposited, before any other method can be used. It exists to prevent money laundering, and it means your deposit method largely decides how you will be paid.
- Usually support withdrawals: bank transfer, e-wallets where the casino offers them, and cryptocurrency at casinos that accept it.
- Often deposit-only: prepaid vouchers such as Paysafecard; card withdrawals depend on the casino.
Check the withdrawal options in the cashier before your first deposit, not after you win.
Customer Service at Online Casinos
Good support is one of the clearest signs of a well-run casino, and for UAE players it should be available in English and, ideally, Arabic. We test it before we rate any operator.
Contact options to look for
- Live chat — usually answered within minutes and best for urgent questions about a payment or a bonus.
- Email — slower, but better for complex issues because you can attach documents and keep a written record.
- Help centre — a searchable FAQ with the bonus terms, payment limits and verification requirements.

Whatever the channel, keep a written record. If a withdrawal is held, ask for the reason in writing and keep the reference numbers — that is what a complaint to the casino’s regulator will be based on.
Security at Online Casinos
A trustworthy casino encrypts every page over HTTPS, including the cashier; uses games whose random number generators have been tested by independent laboratories; and states its licence number, which you can check on the regulator’s own register. It will also ask for identity documents before paying out — a sign of control, not a nuisance. If a site asks you to pay through a link to an unknown page or to a personal account, do not proceed.
Our Guide in Brief
Three practical choices shape how you play online: your stakes, whether you try games for free first, and whether you play in a browser or an app.
High Rollers vs Low Stakes
High-stakes players should look first at withdrawal limits — weekly or monthly caps can mean a large win is paid in instalments — and at live tables with high maximum bets. Low-stakes players are better served by slots with small minimum bets and live tables with low minimums; both should check that a bonus’s maximum-bet rule suits their stakes.
Try With Demo Play First
Most slots and many table games have a free demo mode. It is the best way to learn rules, features and volatility without risk — but demo results say nothing about your chances with real money, and demo winnings cannot be withdrawn.
Browser or App?
Almost every casino now runs instantly in the browser, on desktop and mobile, with no download. An app adds convenience and notifications but uses storage and needs updates — and in the UAE, real-money casino apps are rarely in the official stores.
Whatever you choose, check the operator’s licence first, read the terms in full, and keep to the budget you set before you started.
Play Responsibly
Casino games are entertainment with a built-in cost, not a way to make money. Every game gives the operator a long-term mathematical edge, and no strategy or bonus changes that.
Set a deposit limit before you start and treat the money as spent. Use time-outs and reality checks, never chase losses, and never gamble with money you need for anything else. The UAE’s licensed platform requires players to be 21 or over and offers deposit limits, time-outs and self-exclusion for a minimum of six months.

If gambling is causing you or someone close to you difficulty, confidential support is available at BeGambleAware.
FAQ About Online Casinos in Dubai and the UAE
Short answers to the questions players in the UAE ask us most.
- Is online gambling legal in Dubai?
Only with an operator licensed by the GCGRA, the federal regulator for all seven Emirates. Today that is one online casino, Play971. Playing with an unlicensed operator is an offence under Article 461 of the Crimes and Penalties Law, punishable by up to two years in prison or a fine of up to AED 50,000.
- Is there a casino in Dubai?
No. There is no licensed casino in Dubai. The UAE’s first licensed casino resort, Wynn Al Marjan Island in Ras Al Khaimah, is expected to open in September 2027.
- What is the best online casino in the UAE?
It depends on what you value — game choice, payment methods, bonus terms or support. Our table ranks the international casinos we cover on six criteria, but none of them is licensed in the UAE; the only GCGRA-licensed online casino is Play971.
- Which online casinos are licensed in the UAE?
One: Play971, operated by Coin Technology Projects LLC, which holds the GCGRA’s internet gaming and sports wagering licences. Casinos licensed in Malta, Curaçao or elsewhere are not UAE-licensed.
- What is the minimum age to play online in the UAE?
Play971, the only licensed online operator, requires players to be 21 or over and physically in the UAE.
- Can I play in AED?
Some casinos offer AED accounts; many hold balances in USD or EUR. If yours does not, every deposit and withdrawal is converted, so check the rate and any fee before you deposit.
- Do UAE banks allow casino payments?
Many UAE banks decline card payments coded as gambling. A declined payment is your bank’s decision, and an approved one does not mean the casino is licensed. Never use someone else’s card or account.
- How long do casino withdrawals take?
It depends on the casino’s review period, your verification status and the payment method. Most delays come from incomplete identity checks or an active bonus, not the payment itself.
- Are casino bonuses worth it?
Only if you can realistically meet the terms. Check the wagering requirement, maximum bet, eligible games and expiry first — a larger bonus is not necessarily a better offer.
- How can I check if an online casino is licensed?
Find the company that runs the site in its footer or terms, then look it up on the regulator’s own register — for the UAE, the GCGRA’s list of licensees. A badge on the casino’s website is not proof.
