TrueWin UAE: Is It Legal? Licence, App and Payments
TrueWin is an online casino and sportsbook aimed at players in the UAE, with stakes in dirhams, sign-up with an Emirates ID and payments through UAE banks and Botim. It is linked in industry reports to Momentum, the group behind The UAE Lottery.
But TrueWin does not state a licence anywhere on its website or help centre, the GCGRA’s register lists companies rather than brands, and TrueWin was taking bets months before the UAE issued any online gaming licence. Until the regulator or the operator confirms it, Play971 is the only online casino whose GCGRA licence is confirmed.
“Is TrueWin legal?” and “Is TrueWin legit?” are two of the most common questions about the brand, and the answers online contradict each other: some sites call it the UAE’s second licensed platform, others say it operates in a grey zone. We went to the primary sources — the GCGRA’s register and its history, TrueWin’s own website code and help centre — to separate what is confirmed from what is only claimed. This article sets out what we found, and covers how TrueWin works, its payments and withdrawals, verification, the app, lookalike sites and complaints. Last updated: 19 October 2026.

Is TrueWin Legal in the UAE?
The honest answer is that it has not been confirmed. Here is what the evidence shows.
What the GCGRA’s register shows
The General Commercial Gaming Regulatory Authority (GCGRA) is the only body that can license online gambling in the UAE. Its public register lists one company under both “Internet Gaming” and “Sports Wagering”: Coin Technology Projects LLC. The register names companies, not the websites they run. For the land-based casino it adds the trading name — “Island 3 AMI FZ-LLC (DBA: Wynn Al Marjan)” — but for Coin Technology Projects it names no brand at all. Play971’s connection to that licence is confirmed separately: Play971’s own help centre says it is “licensed by the GCGRA”, and Gulf News reported the company and licence when Play971 launched in December 2025. No equivalent statement exists for TrueWin.
What TrueWin says about itself
TrueWin’s website does not mention the GCGRA, a licence number or an operating company. Its footer reads: “TrueWin offers an incredible selection of casino games and sports betting events. It is one of the fastest growing companies in the gaming industry with offices located in the United Arab Emirates. All money will be held by Botim Money in a regulated account.” A regulated payment account is not a gambling licence. The site also tells players: “Please be aware of and comply with your local laws regarding online gaming.” A search for “GCGRA” in TrueWin’s help centre returns no results, and its complaints procedure ends with the company’s own senior management, with no mention of a regulator.
TrueWin was operating before any online licence existed
Archived copies of the GCGRA register show that its Internet Gaming and Sports Wagering sections were empty in April and October 2025; Coin Technology Projects first appears in December 2025. Yet TrueWin’s help centre carries articles from August and September 2025 — including a “Refer a Friend” offer that pays a sportsbook bonus — and players were reporting suspended accounts and withdrawals as early as August 2024. Whatever its status now, TrueWin was taking bets in the UAE before the country had issued a single online gaming licence.
What the reports say
Industry coverage is split. When TrueWin was promoted in December 2025, gaming trade press such as GGRAsia linked it and its sister site Dream Island to Momentum, the group behind The UAE Lottery; neither site displayed GCGRA licensing details, as we confirmed on TrueWin’s own website. Several affiliate websites now describe TrueWin as licensed under Coin Technology Projects, alongside Play971, but none of those we read cites a document from the regulator or the operator that says so.
Our assessment
TrueWin may well be run under the same licence as Play971 — the two share the same technology, the same help-centre system and, word for word, the same responsible gaming instructions. But “probably” is not good enough for a question with legal consequences. In the UAE, playing with an unlicensed operator is an offence under the Crimes and Penalties Law, punishable by up to two years in prison or a fine of up to AED 50,000. Until the GCGRA or TrueWin publicly confirms the licence, the only online casino and sportsbook confirmed as licensed is Play971. Our UAE gambling laws guide explains the rules.
TrueWin vs Play971
| Item | TrueWin | Play971 |
|---|---|---|
| GCGRA licence confirmed | Not confirmed — none stated on the site | Yes — stated by the operator and reported by Gulf News |
| Licensed company | Not stated | Coin Technology Projects LLC |
| Launched | Operating since at least 2024 | 15 December 2025 |
| Products | Casino, live casino, crash games, sportsbook | Casino, live casino, sportsbook |
| Minimum age | 21 | 21 |
| Verification | Emirates ID | Emirates ID |
| Currency | AED | AED |
| Help centre on licensing | No mention; search for “GCGRA” returns nothing | States it is “licensed by the GCGRA” |
The two look and work alike because they are built on the same platform. The difference that matters is the one in the first row.

Who Is Behind TrueWin?
TrueWin does not name its operator. Industry reports from December 2025 linked it to Momentum, the group behind The Game LLC, which runs The UAE Lottery. The same reports said a second Momentum site, Dream Island, was due to close permanently on 10 December 2025 and send its users to TrueWin.
The technical links are visible. TrueWin’s website is built on the same framework as The UAE Lottery’s site, its help centre runs on the same system as Play971’s, and its instructions for setting deposit limits are identical to Play971’s, word for word. That supports the reports of a shared group and platform. It does not, by itself, show which company holds the licence for TrueWin — and, as above, the regulator’s register does not say.
The domain truewin.ae was registered in March 2023.

What You Can Play on TrueWin
- Slots and jackpots — hundreds of titles, with a jackpot section and “Originals”.
- Live casino — around 200 live tables when we checked, including blackjack, roulette and game-show titles. Limits are shown in dirhams, from AED 0.50 on some games up to AED 25,000 per hand at VIP blackjack tables.
- Crash, mines and instant games — fast-paced games with a very quick betting cycle.
- Sports betting — a separate Sports section; its referral offer pays a sportsbook bonus.
Crash and instant games are among the riskiest products in any casino, because rounds take seconds and losses build quickly. Our casino games guide explains how house edge and volatility work across these categories.
TrueWin Payments: Deposits
TrueWin accepts only payment methods tied to the UAE, all in dirhams:
| Method | How it works | Notes from TrueWin’s help centre |
|---|---|---|
| Bank card | Visa or Mastercard | Many cards are declined; TrueWin lists ADCB, First Abu Dhabi Bank, Emirates NBD, Mashreq, Wio, Commercial Bank of Dubai, RAKBank, National Bank of Fujairah, National Bank of Umm Al Qaiwain and Al Hilal Bank as working better |
| Instant Bank Transfer | Link your UAE bank account and approve the payment | Recommended when a card fails |
| Botim Money | Top up the Botim wallet, then transfer to TrueWin | Inside Botim you can also pay with Apple Pay or Visa/Mastercard; cash can be loaded at kiosks |
| Apple Pay | Direct deposit | Listed among the help centre’s most-read articles |
The frequency of card declines is not a TrueWin quirk: many UAE banks block card payments coded as gambling. Our casino payments guide explains why.
TrueWin Withdrawals: How Long They Take
According to TrueWin’s help centre, withdrawal requests are processed internally within 24 hours. After approval:
- Bank transfer (IBAN) takes 1–5 business days;
- Botim Money is usually instant but can take up to 24 hours, and is the method TrueWin recommends for speed.
Withdrawals can be delayed when the account is selected for additional verification (below).
Registration, Verification and Login
You must be 21 or over to open a TrueWin account. Registration takes a mobile number, email and password, and before you can deposit or withdraw you must complete KYC with your Emirates ID — the site checks for the 15-digit ID number and rejects applicants under 21. An automated eKYC tool usually gives an instant answer.
TrueWin may also ask for additional verification, during which the account can be put on hold. The help centre lists the documents it accepts:
- proof of identity — Emirates ID, passport or UAE driving licence;
- proof of address — a utility bill, tenancy agreement (Tawtheeq) or bank statement from the last three months;
- proof of payment method — a bank statement for the card or account used to deposit.
Reviews take 24–48 hours. For login problems, TrueWin’s help centre covers password resets and accounts frozen after repeated wrong passwords; use only the login on truewin.ae or truewin.com, never a link from a message or another website.
TrueWin App and APK
“TrueWin app” and “TrueWin APK” are among the most common searches about the brand. TrueWin’s site has an “App Download” section, and Android users are offered a direct APK download from the site; we found no Google Play or App Store listing linked from TrueWin’s website. Installing an APK means installing software from outside the app store’s checks, so:
- download it only from the App Download section of truewin.ae or truewin.com — not from a lookalike website, a search ad or a link in a message;
- be wary of any “TrueWin APK” offered on third-party download sites, which may be modified;
- remember that an app is only as legitimate as the operator behind it — the licensing question above applies to the app in exactly the same way.
Lookalike TrueWin Websites
Search for TrueWin and the first page of results includes several sites with near-identical names — truwin.ae, true-winuae.com, truewin-emirates.com, truewin-uae.com and truewin.ae.org among them. These are not run by TrueWin: they are third-party pages, mostly marketing sites that send visitors on through referral links, and some describe TrueWin as licensed or offer “bonus codes” without evidence. The only domains referenced in TrueWin’s own website code are truewin.ae, truewin.com and help.truewin.ae. Never enter your Emirates ID, card details or password anywhere else.
If in doubt, type truewin.ae into your browser yourself rather than following a search ad or a link sent in a message.
TrueWin Bonuses and Promotions
TrueWin runs promotions including a Refer a Friend offer: when a friend you invite places sports bets totalling AED 60 or more at odds of 1.50 or higher, you each receive a AED 30 sportsbook bonus, usually within 48 hours. Its site also shows a VIP cashback scheme. Bonuses come with terms — wagering, odds minimums and eligibility rules — that matter more than the headline amount. Our casino bonus guide explains how to read them.
Because TrueWin does not state a GCGRA licence, whether it is legal to play there matters more than any bonus — see the licence section above.
Responsible Gaming Tools
TrueWin offers deposit limits — daily, weekly or monthly, with time frames from 24 hours to 30 days — through a Player Controls section, plus self-exclusion options. These are the same tools, described in the same words, as on Play971. Set a deposit limit before your first deposit, not after a loss. If gambling is causing you or someone close to you difficulty, confidential help is available from BeGambleAware.
The difference is oversight: on Play971 these tools are a condition of its GCGRA licence; for TrueWin, which states no licence, there is no UAE regulator checking how they are applied.
How to Raise a Complaint With TrueWin
TrueWin’s complaints process has three internal stages:
- Customer service — 24/7 by live chat or email.
- Formal complaint — through the complaint form on help.truewin.ae, handled by department managers, with a response within 10 business days. Anonymous complaints are possible but may not get a direct reply.
- Stage 3 — escalation to the company’s senior management.
The procedure does not name an outside body. The GCGRA runs its own complaints form on gcgra.gov.ae, which it also uses to receive reports of unlicensed operators.
